My hypothesis is that Dungeoneering indirectly contributed to the decline in Runescape's quality. The 25th skill was supposed increase revenue and players. But Dungeoneering failed to increase the number of players on Runescape and did not generate the additional revenue required.

Runescape declined a lot following the fact. Jagex introduced many new things to help runescape.
